5,000 Duplicate Ballots Have Different Bar Codes

RIVERSIDE, Calif. (CNS) — Thousands of voters in Riverside County will receive two mail-in ballots for the Nov. 8 general election – but officials say there are safeguards in place to prevent double voting

County Registrar of Voters Rebecca Spencer says the mistake, attributed to a
computer system error, was caught after 5,000 duplicate ballots had already
been mailed out.

“It is important to note that none of the duplicate ballots will result in a vote being able to cast more than one ballot,” Spencer said. “I take election integrity seriously and apologize for the inconvenience.”

She said the duplicate ballots were distributed to absentee voters in Canyon
Lake, Menifee, Murrieta, Wildomar and Winchester.

The ballots use unique barcodes and once a person votes, the system prevents additional votes from being cast in that person’s name. The second ballot would be automatically voided, she said.

Today, during the Riverside County (RivCo) Logic and Accuracy Test of the Dominion Voting System (DVS), performed by Rebecca Spencer and staff, Spencer reassured those who attended that the QR-Codes and the names of those who received duplicate ballots could not be used to vote twice. Again, once the QR-Code of one ballot is scanned into the system, the duplicate ballot is automatically blocked for use.

Here is the problem…the image below (1) is of one set of the 5,000 duplicate ballots. While most of the QR-Code number is redacted, enough is visible to show that the number differs. The other information that is not visible is the voter’s name which has been slightly altered. One ballot has the voter’s middle initial, while the duplicate ballot spells out the middle name entirely. Does this mean that somebody CAN use this second ballot? Why not? After all, the code and name are different. Spencer stated today that all of the duplicate ballots were just that. Duplicates. All with the same information, including name, address, and matching QR-Codes. The image below (1) tells a different story.

Another bit of information most Riverside County voters are unaware of (See image 2 above) is that the Dominion tabulator seals were changed sometime in August 2022. The exact date is not absolute because of strike-throughs and missing sign-in information. When asked why the dates on the seal log were altered, one of the employees stated that she mistakenly entered the wrong date and corrected it. However, there is no evidence of DVS signing into the RivCo ROV on August 22, 2022. What day were the tabulator seals changed, and where is the paperwork to back up what changes were made?

These are the facts:
? The 5,000 duplicate ballots that were mailed out do not have the same names orQR-Code numbers, meaning ALL ballots mailed out can be used
? The tabulator seal log does not jive with the RivCo daily sign-in sheet
? The SOS was not notified about the tabulator seal change
? County Council cannot locate any documentation on what DVS did during the tabulator seal change
? The Voting machines were not recertified after the seal change
? Voting machines that require recertification CAN NOT be used in any election

Spencer has also stated on many occasions over the past two years that the machines cannot connect to the internet and do not contain modems. When asked today if the machines contain modems, she stated that she could not verify. What has changed
