The UK Telegraph is Reporting the following:

The chance of California splitting into three has moved a step closer after a billionaire secured enough signatures to trigger a referendum on the issue. Tim Draper, who made his money through Hotmail and Skype, has gathered 600,000 signatures supporting the change – way above the 364,000 needed. Those who want to break up California believe it would boost educational standards and reduce the political power of Sacramento, the state’s capital. Providing the state authorities agree the signatures are genuine a referendum on the issue will be held this November alongside other mid-term elections. Mr Draper met Nigel Farage, the former Ukip leader, just weeks after Britain voted to leave the European Union.

LOS ANGELES (CNS) – An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.

Venture capitalist Tim Draper said backers of what he has dubbed “CAL 3” would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters – five percent of the total votes cast for governor in the 2014 election – to qualify for the ballot.

“This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity,” Draper said.

Splitting California into three states would require congressional approval.

Title And Summary

October 24, 2017
Initiative 17-0018 (Amdt. #1)

The Attorney General of California has prepared the following title and summary of the chief purpose and points of the proposed measure:

DIVISION OF CALIFORNIA INTO THREE STATES. INITIATIVE STATUTE.

Divides California into three states subject to approval by Congress. Assigns each county to a new state. Upon passage, directs Governor to request that Congress grant approval within twelve months. If Congress approves, directs Legislature to divide California’s assets and liabilities between the new states. Provides that, if Legislature fails to act within twelve months of Congressional approval, debts shall be distributed among new states based on population relative to California population as a whole, and assets within boundaries of each new state shall become the assets of that new state. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Assuming this measure is approved by voters and the federal government and allowed by the courts, all tax collections and spending by the existing State of California would end. California’s existing state assets and liabilities would be divided among three new states. These states would make their own decisions about state and local taxes and spending. (17-0018.)

One proposed state would be called California or a name to be chosen by its residents after a split. It would consist of Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties.

A second state, Southern California or a name to be chosen by its residents, would consist of Orange, Riverside, San Bernardino, San Diego, Imperial, Kern, Kings, Fresno, Tulare, Inyo, Madera and Mono counties.

The remaining 40 counties would be part of the state of Northern California or a name chosen by its residents.

Draper said he conceived the initiative out of a belief that “the citizens of the whole state would be better served by three smaller state governments while preserving the historical boundaries of the various counties, cities and towns.”

Steven Maviglio, a longtime Democratic Party political consultant who was a co-chair of the effort to oppose Draper’s 2014 initiative to split California into six states, told City News Service, “Splitting California into three and creating three new governments does nothing to solve our state’s challenges other than tripling them.”

“CAL 3” has no connection to efforts to have California succeed from the United States.
