Proclamation Day II on March 8, 2024 from Sacramento, CA for the New State of California was a day set aside to lay down the 14th Declaration of Default against the State of California. The 1849 Compact Constitution of the State of California states:
Sec. 18 – Neither slavery, nor involuntary servitude, unless for the punishment of crimes, shall ever
be tolerated in this State.

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the
party shall have been duly convicted, shall exist within the United States, or any place subject to their
jurisdiction.
The 1879 “Adopted” Constitution of the State of California states

The 2021 Non-compact Constitution of the Great State of New California
states: Sec. 18 – Neither slavery, nor involuntary servitude, unless for the punishment of crimes, shall ever be tolerated in this State.

In a second in a series of Proclamation Day announcements New California State Governor Pro Tempore Paul Preston recognizes the invasion at California’s southern border as a national defense crisis, that a State of Emergency exists in California and there are serious Constitutional violations by the current U.S. President and governor of California who are both failing to take official action as required by the U.S. Constitution Article IV, Sec. 4.
Furthermore New California State will formally request that States in the Union provide National Guard Troops to be deployed at the southern border of California to assist in the protection of the southern U.S. border. (Note: New California State supports Gov. Greg Abbott’s efforts to secure the southern border of Texas.)
There will be a reading of the 14th Notice of Constitutional Default by the State of California which contains Treason Count 10 against Gavin Newson.

“It is evident over the last 3 years since the most corrupt Presidential Election in
American history of 2020 that the coordinated design for the destruction of the United
States has come from Joe Biden and Gavin Newsom who have both spearheaded the
effort to trample on and destroy the United States Constitution.
Nothing is more glaring to the American Citizens that both Joe Biden and Gavin
Newsom have complete contempt for the rule of Constitutional Law than to witness
the duality with which they are both openly violating Article IV, Section 4 and its
three guarantees of a republican form of government, keeping all Americans free
from invasion and that of domestic violence. It is clear both are committing
treason.
The three most assured aspects of our Constitution is the guarantee that all three
elements of Article IV, Section 4 will be adhered to by all Compact members of
the Union of States. Like a three legged stool, to remove one leg, the stool itself
becomes destablalized and ultimately useless. Likewise if one state fails to provide
anyone of the three guarantees then the Union of States becomes less stable. If
anyone state fails to provide all three elements of Article IV, Section 4 it is in
default of its responsibilities to its Citizens to Constitutionally govern”.
