For years the Election Integrity Project California (EPICa) has been researching and presenting its findings regarding the corrupt election system of California. Over the last several years other EIPCa look alikes have appeared in other states that seeming follow the EPICa lead.

Step-by-step for most of the last three decades, California’s legislature has slowly implemented a wellthought- out progression of laws that work synergistically to erode any semblance of election integrity in the state. The erosion and ultimate destruction of the California Republic is the end game of the Golden State Agenda.

The swift progress of the Agenda was made possible by the intentional failure of the federal government to enforce the good elements of laws designed to protect the electoral process (NVRA and HAVA). In addition, Congress has remained selectively deaf, dumb and blind to the obvious defects in these laws and to the critical necessity of updating them to account for changing times and political environments.

EPICa also expresses concern over the agenda of California’s Legislature and the impact of an ever increasing number of laws and practices set into place that increase as each election cycle passes. Note that in the quote from EPICa above there is an excuse provided to the California Legislature about the well thought- out progression of laws that work synergistically to erode any semblance of election integrity in the state.”

The excuse? Its the Federal Government that is to blame as Congress has been deaf, dumb and blind in the opinion of EPICa.

The U.S. Constitution Article 1. Section 4 would disagree with EPICa:

Section. 4.

“The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof”

More to disagree with EPICa’s lack of Federal participation.

From usa.gov: U.S. election laws date back to Article 1 of the Constitution. This gave states the responsibility of overseeing federal elections. Many Constitutional amendments and federal laws to protect voting rights have been passed since then.

Fifteen persons with duplicated voter registrations were mailed two ballots and voted twice; watchdog to report 75 more.

SANTA CLARITA, Calif., April 22, 2020 /PRNewswire/ — A sample of votes cast in California’s March 3, 2020 election exposed 15 registrants whose voting histories show that each cast two vote-by-mail ballots in that election, according to official data. Election Integrity Project, California (EIPCa) documented these findings in letters to the Secretary of State (SOS) and relevant county registrars. The SOS confirmed in an April 7 letter the persons are indeed registered twice, are “…suspected of having cast two ballots” apiece, “…and these will be forwarded to investigators…” In one case, it was confirmed that “…both ballots [were] opened and counted…”

The confirmed double voting problem arose from duplicated registrants– the same person registered two times–who were sent two vote-by-mail ballots because the system lists them as two different voters.

Overall, 15 sets of duplicated registrants bearing apparent double voting histories were confirmed by the SOS and handed to investigators for further research. EIPCa has since found 75 more incidents of suspected double voting and will report these to the SOS.

California is required by federal law to ensure that duplicated registrations are removed from its voter list, but the state’s VoteCal system has failed to rectify thousands of duplicates. EIPCa has identified more than 38,000 duplicated registrations statewide, most of which show the same voter name, address and birthdate. Many other duplicates contain transpositions of first and last names (“John Smith” and “Smith John”) and simple typos. Others include persons registered under both married and maiden names and those who are registered in multiple counties. Many registrations appear to be duplicated by the DMV voter registration system.

California has a duty to clear its voter list of duplicate and defective registrations before all active status registrants are sent ballots in an all-mail election scenario in November.

“We are thankful to the Secretary for recognizing the seriousness of our report and for taking action,” said EIPCa President Linda Paine. “As California, and the nation, weighs Coronavirus-related proposals to mail ballots to all registrants for the November Presidential election, it’s clear that any plan for mass voting by mail must first include strict enforcement of laws requiring accurate voter lists.”

So what does EPICa do to improve voter integrity?

The long and short of it is they provide people with the latest information on voter issues in California.

How this is done is through a vast establishment of voter trainings in which citizens are trained as poll watchers during elections. People who will come in on election day to their local polling station and observe and report any voting irregularities.

“Poll watchers, sometimes referred to as “election observers,” are individuals who may observe steps in the election process. Each state has its own laws and procedures on when and where observers can be present, as well as who can observe the election. Poll watchers may be members of organizations such as a political party or nonpartisan group, candidate representatives, international observers, exit polling groups, academics?or relevant federal and state agencies.?Some states also allow members of the public to view election processes in person, though these rules also vary.  

The role of a poll watcher is to observe and monitor the election, without violating voter privacy or disrupting the election. Poll watchers are different from challengers, though in some jurisdictions, poll watchers may challenge the eligibility of voters or the validity of ballots.”   

Poll watchers and all those trained by EPICa are made to sign NDA’s or Non Disclosure Agreements. These agreements act to prevent workers in disclosing violations of law or voting irregularities except to EPICa. Thus any “data” produced by the poll watchers is only shared with EPICa.

The 2016 Voter’s Choice Act that has allowed counties to send every registered voter a ballot, expanded in-person early voting and replaced polling places with voting centers. This law was suppose to supress the number of poll watchers thus reduce the number of witness to any violations of voter laws.

EPICa Working Side by Side with California State and County Officials to Assure Voter Integrity.

One of the many surprises from the November 3, 2020 Presidential Election was the “partnering” of a public private partnership that occurred between the County election officials, EPICa, NGO’s, non profits and State officials to help the public understand the new mail in ballot process and assure the public there were no voter/election fraud issues with the November 3, 2022 elections.

All the above went out of their ways to address the concerns of citizens citizens. They listened to the citizens and collected data from as they poured into their offices and even offered a way to help make the 2022 election a success. The help was EPICa.

One such County Clerk Recorder was Shasta County’s Cathy Darling Allen. Allen worked closely with EPICa and the California Secretary of State Shirley Weber to get out in front of massive voter outrage from the November 3, 2020 election by persuading them to sign the EPICa NDA and make the November 2022 elections “better”.

Shasta County Citizens didn’t buy Allen’s suggestions and along with the New California State movement mounted their own form of Constitutional “change offensive” by way of hundreds of citizens signing sworn declarations and affidavits which accused elected county officials including Allen of voter fraud, failing to follow their oaths of office and other criminal offenses.

To date the Shasta County Citizens have replaced 4 of the sitting county supervisors (one by a recall) ,and 4 other county staff.

The new county supervisors rejected Allen’s attempt to preserve the Dominion election systems contract and voted to reject the contract. Thus Shasta County became the first county to throw out the Dominion system in California. We understand Ms. Allen is retiring soon.

The first choice offered to concerned citizens was the EPICa training and poll watching that would assuage any concerns over voter/election fraud they may have about November 2020 but also give the public assurances that the November 2022 elections will better than 2020. Nothing to see here, just move along.
