Gov. Greg Abbott has his first legal challenge to his plan to deploy a buoy barrier in the Rio Grande near Eagle Pass to stop people from crossing the border.

Within hours of the buoys arriving on the shore of the river on Friday, Eagle Pass resident and kayaking outfitter Jessie F. Fuentes filed a lawsuit in Travis County trying to stop them from ever hitting the water.
