Shasta County supervisors rescind job offer to CEO finalist Chriss Street

On Thursday morning, after emerging from closed session, supervisors voted 5-0 not to extend their offer for the county’s top post to Chriss Street and offer the position to another candidate.

The board did not identify the other candidate whom they offered the county executive officer job. That offer is contingent upon a background check.

It had been more than a week since Shasta County supervisors announced on March 28 that they were waiting for county executive officer candidate Street to respond to an employment background check.

Also Thursday, supervisors were scheduled to consider authorizing county Registrar of Voters Cathy Darling Allen to negotiate an agreement with Hart InterCivic. The three-year contract being discussed will not exceed $950,000 and would be used to purchase voting machines that satisfy state and federal laws related to disabled people being able to vote.

No decision was reached on Hart InterCivic contract by press time on Thursday.

The anticipated decision to go with Hart machines for disability access comes after supervisors on March 28 voted 3-2 to scrap machine-counting ballots and go back to hand counting all ballots for future elections.

Board Chairman Patrick Jones and Supervisors Kevin Crye and Chris Kelstrom voted to have Darling Allen’s office develop a state-certified process for hand-counting ballots. Supervisors Tim Garman and Mary Rickert voted no.

Meanwhile, Street’s candidacy had stirred emotions in the community.

About 20 people addressed supervisors Thursday before they went into closed session. All but four opposed Street.

On March 28, more than 15 people addressed supervisors for nearly an hour before they went into closed session. All but one of the speakers opposed hiring Street.

Many speakers brought up Street’s former job as Orange County treasurer-tax collector and noted that in 2010 he was ordered to pay more than $7 million in damages for allegedly mismanaging a bankruptcy trust. That same year Street decided not to run for reelection for treasurer-tax collector.

Street also is vice president of New California State, which wants to split from California and form its own state.

Street said on Tuesday he is going to be passing out flyers to everyone at the supervisor’s meeting so they can see these numbers up close.
