San Joaquin County, CA Sheriff Patrick Withrow and other officials talk about voter fraud charges against Lodi Council Member Shakir Khan. February 17, 2023

In a press conference Thursday afternoon, San Joaquin County Sheriff Patrick Withrow said the charges were sparked by an earlier investigation into illegal gambling and money laundering by Khan in 2019 and as a result of some citizens concerned about the voting system.

  • Causing/procuring/allowing false voter registration of self/another person
  • Submission of fraudulent registration to the secretary of state
  • Submission of fraudulent candidacy petition
  • Aiding/abetting the commission of fraud at any election
  • Subscription of fictitious names to nomination petitions
  • False nomination/declaration of candidacy
  • Fraudulently casting votes
  • Procuring/assisting/counseling/advising another not qualified to vote

The announcement came a day after the San Joaquin County district attorney announced that Khan’s criminal case on previous charges that include illegal gambling, money laundering, tax evasion and EDD fraud is moving forward.

Khan, owner of the American Smokers Club in Stockton, was first arrested in November 2020, days before he won his seat on the Lodi City Council.

He and his brother, Zakir Khan, are accused of operating illegal gaming out of their two businesses in Stockton and laundering the profits.

EDD fraud charges were filed against Shakir Khan for “unlawfully receiving money from the state during the pandemic relief efforts,” the DA’s office previously said.

Olivia Hale, San Joaquin Country’s registrar of voters, said Khan could face the possibility of federal charges as well.
