Why a California Congressional Redistricting Hearing In Mexico?

A little known commission is scheduled to hold a ‘public” hearing regarding Congressional, state assembly and senate redistricting in Mexico. The California Citizens Redistricting Commission is, holding a meeting scheduled for September 1, 2017 at 10:00 am at their Sacramento offices, with satellite meetings in Captiola, CA and having a conference calling center in “Guanajuato, MX”.

Christine Shupe  a spokes woman for the Commission was interviewed by Agenda 21 Radio and stated the reason for the meetng was to accomodate the vacation plans for one of the commissions board members Jeanne Raya who would be in Guanajuato, Mexico.  Jeanne Raya who is a registered Democrat and served as President of the California La Raza Lawyers Association was not available for comment to Agenda 21 RadioWhen pressed as to who the California Citizens were in Mexico who would take part in the conference call Ms. Shupe had no response.  Shupe stated that because the commissioner who was in Mexico on vacation and she did not want to miss the ‘public’ meeting that the commission could hold the meeting in a ‘public’ area in Mexico to meet the requirements of the state of California’s Bagley-Keene Act.

The Bagley-Keene Act of 1967, officially known as the Bagley-Keene Open Meeting Act, implements a provision of the California Constitution which declares that “the meetings of public bodies and the writings of public officials and agencies shall be open to public scrutiny”, and explicitly mandates open meetings for California State agencies, boards, and commissions.

She served as President of the California La Raza Lawyers Association, as a member of the Committee of Bar Examiners and as President of the San Gabriel Chamber of Commerce, Ms. Raya is a registered Democrat and lives in the City of San Gabriel in Los Angeles County.
