Coming from Siskiyou Daily News is an expose of the Jefferson movement that has never before been understood. In the expose Daniel Webster who lives in Siskiyou county and is the editor of the Siskiyou Daily News has done research into the design of the basic structure of the Jefferson movement. The information contained in the expose comes after nearly five years of dedicated people in over 21 rural counties in Northern California working toward statehood as the 51st state. Their efforts have produced a federal lawsuit which is on the verge of being dismissed for lack of standing. The issue in the article is that the lawsuit being litigated has been in court on two other occasions. From the article:

It also was filed in U.S. District Court of the Eastern District of California. The federal magistrate’s decision dismissing the case is attached below. It didn’t involve the State of Jefferson”.
By all appearances the efforts of nearly five years of hard work by thousands of hard working Jeffersonians has gotten them no closer to statehood. Let’s hope that’s not the case. The hard work of the Jeffersonians must not go to waste as we all need a 51st state.

Louise Gliatto to host State of Jefferson meeting in Montague Saturday
Local Republican political activist Louise Gliatto and Nevada’s State of Jefferson Formation corporation will hold a town hall meeting this Saturday, Oct. 28, at the Montague Community Hall at 6:30 p.m. titled “Financing The State of Jefferson.”
State of Jefferson Formation is a Nevada corporation, with jurisdiction in Wyoming. The corporation, under the leadership and control of Win Carpenter and Mark Baird filed a fictitious business name “Citizens for Fair Representation” in Shasta County to file a lawsuit against the State of California for representation. Baird uses the title “Juris Coordinator” — he is not an attorney. Supporting documents are attached below.
Speakers at the Saturday meeting in Montague will be Baird and Carpenter. Baird will talk about the status of the lawsuit against the State of California for lack of representation. Carpenter will discuss “financing the State of Jefferson,” according to the Siskiyou Daily News.
Many State of Jefferson supporters? mistakenly believe Mark Baird’s federal lawsuit is regarding representation for the State of Jefferson. It is not.
Baird has brought in the Town of Fort Jones, City of Colusa and City of Williams as plaintiffs in this case, using allegedly fraudulent legal representation contracts with the cities. Copies of the contracts are attached below. The Marin County Green Party, Independent American Party of California and Libertarian Party of Californiawere also listed as a plaintiffs.
In the bogus contract for legal services between Mark Baird and Fort Jones, Baird offers the town “immunity” by giving them a position on the board of an unnamed corporate entity, presumably the Nevada corporation “State of Jefferson Formation.” A copy of the Fort Jones and Colusa contracts are attached below.
Fort Jones City Attorney Robert Winston did not review the contract before it was signed by the city.
Mark Baird’s big Citizens for Fair Representation federal lawsuit failed before in the same federal court. State of Jefferson Juris Coordinator Mark Baird’s game-changing federal lawsuit is not new. It was filed before, in 2008. It is not Mark Baird’s brainchild and it has nothing to do with the State of Jefferson.
The previous case against Governor Arnold Schwarzenegger was filed by paralegal Michael Warnken. Warnken is not an attorney and is currently working with Mark Baird as part of the current legal team on Baird’s present lawsuit against California. Warnken is pictured below serving the present lawsuit to the California Secretary of State. He was seated at the council table with the attorneys in the recent court hearing.

Mark Baird expressed his desire to broker some “backroom” deal with California to give up the State of Jefferson in exchange for dropping the lawsuit to the Siskiyou County Board of Supervisors in March 2017. Although Siskiyou County is not a plaintiff in Baird’s federal lawsuit, the text of the complaint reads as if it is a plaintiff. The Siskiyou County declaration regarding the State of Jefferson is included in the exhibits to the court.
Baird’s current case is Michael Warnken’s previous case. Warnken wrote Baird’s current case and is helping Baird with the current lawsuit. Most of the issues presented in the current Baird case are close word-for-word text from Warnken’s previous case. Yreka News interviewed Warnken prior to the case being filed.
For Baird’s current case to proceed, he must get beyond the legal standing issues this time. He can’t get to his dream settlement deal in the backroom where he’s handed the “State of Jefferson” if he can’t establish standing in federal court.
The federal judge handling this current case indicated in court she is having troubles getting beyond the standing issue. The court can’t consider the merits of the case if the plaintiffs can’t show they have standing in court. She indicated that she may allow Baird and Carpenter’s group to amend their complaint one more time to try to establish standing. Her formal decision hasn’t been released by the court.
Of course, Jefferson gear and yard signs will be available for purchase. Gliatto’s Siskiyou County Republican Women Federated will be serving pie and coffee.

Siskiyou Daily News has thus far not reported on any alleged fraudulent activity involving this case and organization.
Baird and Carpenter are still aggressively seeking donations for this lawsuit.
Ardent supporters of Mark Baird and this lawsuit are San Francisco Real Estate and Water Broker Richard Marshall and San Francisco Vice President of Barings Asset Management Susan Marshall. She leads the sales team at Barings for public pension funds. They both appeared at the federal courthouse to show their support. Their photo is attached below.
Ironically, Richard Marshall is also the Chairman of the Siskiyou County Republican Central Committee and President of Siskiyou County Water Users Association. He gives updates on the State of Jefferson lawsuit when Mark Baird is unavailable for local meetings.
Richard Marshall is a member of the extremely secretive and powerful Family club in San Francisco, founded by William Randolph Hearst.
