Notes From Oroville, February 12, 2017: “1,000’s could have died”

Notes in the form of “Incident Command Communications February 8 to February 13, 2017” from the February 12, 2017 Oroville Dam disaster were released this week from the Department of Water Resources and give a clue as to the decision making process by DWR that led to the mass evacuation of over 188,000 people below the dam and what could have been the death of a million people.  The notes appear to be incomplete and may have been altered by the DWR before release.  Link to the PDF Notes HERE.
